GoogleGuy provides a (partial) explanation for the demotion of the Google Directory in terms of prominence.

When we stacked up overall clicks on the directory tab, directory descriptions, and the directory category at the top of searches against the overall screen real estate that it took, I think the clickthrough on the directory-based items was lower overall.
I wouldn't say that we've made any permanent decisions, but for now reaching the directory will take that extra click on the "more>>" link.
